Since he maxes all of your skills, he also maxes Common Skills that you shouldn't have! This for some reason makes it impossible to max certain skills! (in my Fighter Skillbook, Final Attack Sword/Axe and Power Guard.)
The skills he doesn't max may be important! Be careful!

when you max your skillz at the first job.. after that you make your 2nd job and you speak with Duey again. that fixes the skill and you can use them. same with 3rd and 4th job.
